DANGER DANGER: Action by Legislature could eliminate university representation

HB 2120, by Rep. Doug Miller ( R-New Braunfels) includes a provision that eliminates the TRS Board position reserved for university employees, and makes all retired TRS members (university retirees and school district retirees), all current school district employees, and active university employees, eligible for the same single seat. This move could eliminate representation for university employees if the seat is taken by a school district retiree or employee. Karen Charleston will serve her full term of six years before an election under this bill changes the representation on the TRS Board.

TSEU will work with legislators to repeal this bill and restore representation for university employees on the TRS Board of Trustees.

TSEU candidate elected and appointed to TRS Board

TSEU activist Karen Charleston (pictured above) was appointed to the Board of Trustees of the Teacher Retirement System of Texas last week. It was the final step of the two-step process that requires candidates to be elected, then appointed by the Governor.

Charleston is a long-time TSEU activist at Prairie View A&M. She serves on the PVAM organizing committee and the TSEU University Caucus statewide committee. She was selected at the 2010 TSEU General Assembly as one of three TSEU candidates in the election for the University seat on the TRS Board.

Under the system in place at TRS, an election is held for each of the elected seats on the board. The Governor then appoints any one of the top three candidates (in votes received) in the election. To make sure that our candidate would not be passed over even if we won the election, TSEU ran three candidates. Our other candidates were Joe Angulo of U.T. Pan American and Julien Devereux of U.T. Austin. TSEU ran a simultaneous campaign to elect all three candidates. Karen got the most votes, with 2732. Julien came in second and Joe came in third in the election.

JOE ANGULO
Joe is a longtime TSEU member at U.T. Pan American in Edinburg. He is a staff assistant in the Engineering Dept with 16 years at UTPA. He has been a TSEU member since 2003 and is active on the UTPA organizing committee and COPE. He was a general assembly delegate in 2006, 2008, and 2010.

KAREN CHARLESTON
Karen is a 25-year employee of Prairie View A&M, where she is a Space Management Assistant. TSEU member since 2002, Karen serves on the her organizing committee. She worked to elect TSEU candidates for the TRS election in 2005 and was a General Assembly delegate in '08 and '10.
