Texas State Employees Union - Legislative Agenda for 2011

  • Protect employees’ pension and health care plans
  • Fully fund the plans and defeat any attempts to degrade benefits or transfer more costs to employees. Defeat any proposals to introduce “defined contribution” schemes.
  • No more privatization
  • Assess all current privatization contracts and cancel those that are not meeting expectations. Cancel all plans for future privatization and use the funds to rebuild state services.
  • Fully fund all state agencies and universities
  • Restore and increase funding for human services, criminal justice, employment, education, and other state programs. Restore state funding for higher education.
  • Preserve and expand state employees’ rights to justice on the job
  • Defeat all proposals to reduce state employees’ due process rights on the job, especially “at will” proposals, and strengthen due process provisions for all state employees.
  • Stop the erosion of state employees’ pay
  • Average state employee pay has lost 25% of its purchasing power since 1988. State employees generally make salaries below private sector standards. Fund a salary adjustment for state employees, and do not cut pay by increasing employee costs for pension and health benefits.

 

TSEU Caucus issues
Caucus issues are adopted as goals by the union at large, with each caucus taking primary responsibility for developing work around the issues. Several major issues that were adopted by two or more caucuses appear in the list of statewide issues.
