are the definitions used by experts in the U.S. and internationally.
The Texas Department of Aging and Disability Services follows the standards
in the DSM.

Levels

Residents
who are medically fragile, by facility

Moderate
Health Needs – The individual has chronic health problems (e.g.
uncontrolled seizures, heart ailment) which requires professional intervention
(more than just medication administration), but less than daily.
Severe Health Needs - The individual's health status is unstable or there
are serious multiple health problems which may be life threatening, requiring
professional intervention on a daily basis.
