TSEU’s vision for a quality mental health and mental retardation system

1. The MHMR system must be fully funded and staffed based on service needs.

2. The MHMR system must provide top quality care in the least restrictive surroundings appropriate for each client/patient.

3. The continuum of care should include but not be limited to:

a. residential care with provisions for around the clock intensive medical, behavioral, and developmental care as needed,
b. smaller residential facilities with moderate levels of care,
c. a variety of group living arrangements with varying levels of on-site assistance,
d. a variety of independent and semi-independent living arrangements,
e. a full range of in home services,
f. a full range of adequately funded outpatient, clinical, vocational, and community services with locations and hours of operation that make them truly accessible.

4. The system must guarantee choice, including the choice for a state school or state hospital. Parents, guardians, patients, & clients must be fully informed of all options available.

5. The system should be operated by the state, fully integrated and flexible, and publicly accountable.

6. The system must be able to attract, train, and retain qualified and dedicated employees by providing good pay, dependable health care, fair working conditions, reasonable job security, and the right to organize.

TSEU/MHMR Caucus Legislative Goals

Stop all plans for closure or privatization of any state school, state hospital, or state center

Allocate full funding for services and staffing to meet ICF/MR and JCAHO/MH standards and return to levels of care and staffing mandated by the RAJ and LELZ lawsuits.

End mandatory overtime

Create due process appeal procedures for workers facing APS abuse/neglect/exploitation allegations

TSEU All Agency/University Legislative Goals

Defeat plans to downsize, dismantle & privatize state services
* Repeal the major provisions of HB 2292
* Restore funding for human services, criminal justice, edu- cation, & other state programs

Fund a decent standard of living for state workers: PAY RAISE
* $4800 in salary increases for state employees by Sept 2006

Restore quality, affordable health care
* Cover all health care increases with new funding; no cuts
* No “medical savings accounts” or “defined contribution”
* Support health care reform
* Leverage public health care spending to demand better rates
